[s1mp3-dev] new software tool: s1mulator 0.1

Two things :

About the starting point for execution : we should create a wiki page for
it, it shall have such documentation. (
http://www.s1mp3.org/wiki/index.php/S1mulator)

And another thing : what are we going to do with wire's s1emu ? Definetively
a dead project ? (so we remove all references of it on the pages about
projects and softwares ?)

Maybe someone should look it up to see if there is any good part we can take
from it - it's also GPL.
