I guess the patent office.
I have had to read a number of patents in my time,
but never been the one responsible for locating them. :(
Due to the whole nature of the things, they must be publicly available.

I would respectfully suggest you choose someone with business
experience and good English skills to deal with Actions. And if they
start to avoid your questions ...frankly give up ...they dont have
the manners or courtesy to be honest, you will be forced to read
between the lines.
