I think it is just poor English.

It seems they (Actions) may be worried that our developments could lead 
either certain manufacturers to pilfer code other manufcurers paid, or 
Actions maufacturers for somehow use, for instance, Sigmatel code, on 
ther players, and Actions be held liable for it.
